During the winter of 2012-2013, CPI completed its work determining the strengths and weaknesses of many of our MPS business services. CPI’s final report was presented to our school committee who, with town officials, appreciated the objectivity and data driven tone of the report. The specifics of the report were carefully researched and presented well for all. In essence, we received not only what we expected but much more from Frank and his associates.

During the end of the 2012-2013winter our interim executive director at the North Shore Consortium hired Frank Colvario as a financial specialist. Frank entered a situation where mid-year there was a vacancy in the CFO position. At the end of the school and fiscal year Frank’s contract was extended as the collaborative completed its work for fiscal 2012-2013. Our newly appointed executive director has also hired Frank to assist with the transition to the new CFO.
Frank brought not only knowledge and skill to the Consortium but also extreme patience and professionalism. Transitions in senior positions are not always easy, and our Consortium of nineteen members saw four senior transitions in a single year. With minimal resources, a 2013 -2014 budget was developed and approved. This budget process included significantly more participation by staff and thus had extreme transparency. Frank also established and implemented financial status reports that included encumbrances and available balances. Frank’s guidance and leadership brought stability to what could have been a very difficult transition.
As chairperson of the Consortium, I met and got to know Frank as he assisted all of us through a difficult 2012-2013 school and fiscal year.

During 2013 Frank returned to Lenox to assist me with the development and eventual review of both an outsourced payroll process and the development of a human resource specification. The results were also reviewed for the schools and town.
Frank’s work was very helpful to all. Frank provided insights that created confidence for me in the process. Although this was a very, and I do mean very, small project, Frank was always responsive and complete in his efforts.
