During the 2015 – 2016 school year, Agawam Public Schools sought the services and expertise of Consulting Partners, Inc., (CPI) in order to conduct a Management and Organizational Assessment of our Central Office/Business department, Special Education department, and Instructional Technology department. This assessment consisted of a review of documents, data, meetings, and discussions with administrators and support staff. CPI initially began its work in December 2015 and continued throughout January, February, and into early March of 2016.
After an extensive review of business office financial documents, interviews were conducted with nearly 30 administrators and staff members by CPI associates who had been assigned to this project. During all of these interviews, CPI associates were thorough, professional, and sensitive to the need for confidentiality. Moreover, they scheduled those interviews in the least disruptive manner for the operation of the district.
The results of this extensive assessment project have resulted in significant and appropriate adjustments to our management procedures, which have enhanced the overall operation of our offices and departments. Frank Colvario is to be commended for his guidance and diligence to detail that have resulted in so many positive changes now taking place within our district. Our experience with CPI Inc., was so much more than we initially expected.

In the spring of 2016, Frank and several associates from CPI completed an in-depth assessment of our business office and financial processes of our collaborative. The work was completed in a timely manner during a very busy time of the school and fiscal year.

In FY13, I had consulted with CPI to provide an important program review of my business department. That was so successful that during FYl 7, I again asked CPI to return to Maynard to conduct a job search for a business manager.
Hiring a business manager in Massachusetts is challenging. The DESE certification requirement has significantly reduced the available candidates making it harder to find good candidates. As we went through the process, Franks insights instilled a sense of confidence in the process.
Each time I have worked with Frank Colvario, he has brought with him associates from the field to assist us on our projects. Frank and his associates have a great perspective and are very helpful. They take care of everything including the technical and financial knowledge required to make a sound decision. I have been a superintendent of schools in two states over the last 11 years. I was introduced to Frank Colvario in 2004 when Consulting Partners, Inc.(CPI) was contracted by Ashburnham Westminster Regional School District to perform a food service program review. The report was on point, and recommendations were well received and implemented by the school committee. Consulting Partners was subsequently hired to help develop an administrative process and procedure manual as well as consult on both community outreach strategy and surveying for potential operational override.
The thoroughness of the data collection, the collaboration between the school district and CPI in identifying areas of concern, the timely delivery of the final product and the professional integrity of Mr. Colvario and his team were impressive.
