Being relatively new to the world of municipal and school business administration, I found Frank Colvario to be a wealth of information. When I met Frank in the fall of 2016, he had recently completed a successful evaluation and report for the Cape Cod Collaborative. I quickly realized he was an experienced school and municipal administrator. He also had contact with and knew many senior school and business administration staff, both on the Cape and throughout the state.
Attending MASBO and MOEC meetings with Frank, as well as cooperatively meeting school officials from Nantucket, made me realize that Frank’s experience was not only with Collaboratives but also with city, town and regional school districts.
I know Frank to be very professional, to possess excellent observation skills and to have outstanding instincts for the workings of non-profit entities.
Working in the municipal and public school arena has been a big change for me, and sometimes a difficult one. Frank’s mentorship has made the adjustment relatively easy and has meant a great deal to me in beginning a new career.

Since my last CPI endorsement in 2015, I was appointed superintendent of the Adams-Cheshire Regional School District. Upon my arrival I identified needs and I reached out to CPI because I knew that Frank and CPI could address those needs. In the winter of the 2016-2017 school year, Frank and an associate of CPI met with me and other central office staff. These meetings focused on the status of special education and finances in our district. Throughout the end of the last school year Frank and CPI were extremely helpful to me, my senior staff and thus our district.
During this school year, Frank has often, especially on Fridays, checked in with me. These phone conversations have regularly assisted me as we reviewed recent school district occurrences as well as immediate and long-term goals. I often look forward to those conversations.

Since 2002 Frank Colvario has worked with me and other staff at Mosse and Mosse. From my perspective, as well as that of many Mosse and Mosse clients, this relationship has been outstanding.
Frank has provided significant insights and many useful suggestions to me and our staff. Our excellent Superintendents’ marketing activities at their annual institute have become signature events for many of our clients. In addition, Frank’s work with approximately twenty (20) clients has resulted in contractual relationships of a dozen years or longer. In other numerous instances, other school or municipal contacts have been reinforced with Frank’s help.
Although much of Frank’s help has occurred in Massachusetts, his work in Chester, Franklin and Hampton, New Hampshire has also led to disability and/or life insurance contracts for Mosse and Mosse.
In summary, since August of 2002 when we first agreed to work with one another, there have been many win/win occurrences: wins for Mosse and Mosse and wins for many of our clients.

In 2006, I met Frank Colvario and his staff while I was superintendent in Lee. CPI was conducting a School Choice assignment in nearby Pittsfield; a few years later I became the superintendent in Pittsfield (PPS).
My review of the CPI’s 2006 report was particularly helpful, aiding in understanding why students chose to come to Lee for their education. Since becoming leader in Pittsfield, I have used the report time and time again to better understand what is happening in Pittsfield, including the need for significant facilities upgrades. The report was a crucial piece of the informational puzzle that has led to the construction of a new 121 million dollar comprehensive high school to open in September of 2018. Pittsfield’s School Choice program has been positively influenced by implementation of the recommendations of the 2006 CPI School Choice report from CPI, and could benefit more with further implementation.
In 2013 Frank assisted our district with a review of our revolving accounts and staffing. As a new-to-the-district superintendent, this information was key to my understanding the budgeting process for the Pittsfield Public Schools, in the context of the City’s budget process. Since that 2013 CPI work in the PPS, Frank and I communicate often on numerous school administrative and financial issues. His knowledge and experience in Massachusetts cities are extensive.
I have worked with Frank as the Superintendent of one of the smallest districts in the Commonwealth, and now as superintendent of an urban district. Contracting with CPI is a win/win for schools, districts and ultimately for students, but especially for superintendents who wish to serve their communities with the best information possible and with the utmost integrity.
